Cynthia Rouse, Managing General Partner, began acquiring, rehabilitating and managing affordable rental
housing more than 15 years ago. With a sincere interest in improving the quality of life for low-income families in urban areas,
Cynthia co-founded Rouse and Hoyt Urban Revitalizers, a minority and women-owned urban planning consultancy and real estate
development firm, in 1998. Cynthia worked for the Philadelphia Housing Authority in a variety of capacities including property
management, inspections, and construction. She holds a Bachelor's degree in Business Administration from Boston University. |

Lorlene Hoyt - General Partner

Lorlene Hoyt, General Partner and co-founder, has 20 years of experience in city planning and landscape architecture.
Under her supervision, Urban Revitalizers offers a range of urban planning services to governments and agencies, private
corporations, institutions of higher education and citizen groups. Lorlene is focused on the design and use of neighborhood
economic development tools including business improvement districts, individual development accounts, and geographic
information systems. Before joining the faculty at M.I.T. in 2002, Lorlene worked as an analyst for the Philadelphia Housing
Authority and the Philadelphia Police Department. She holds Bachelor's and Masters degrees in Landscape Architecture and a
Masters and Doctorate in City Planning. |

Stephanie Boddie - Senior Associate

Stephanie Boddie, a Senior Associate, has a background in social work and social welfare. Stephanie has more than 15 years
experience as a practitioner working in a variety of social service and health settings as well with national foundations.
Her research, policy, and practical experience in asset development and faith-based initiatives add to our ability to provide
quality neighborhood economic development services. She is co-author of three books and 30 other publications.
Dr. Boddie received a Bachelors' degree from Johns Hopkins University and a Doctorate in social welfare from the University of Pennsylvania. |

Jeeseong Chung - Junior Associate

Jeeseong Chung, Junior Associate,
has extensive experience in GIS applications for Land Use and
Transportation Planning issues. Mr. Chung worked as an associate
planner at the City of Sacramento where he provided policy recommendations
and tecnhical anlayses for various development plans. Mr. Chung
received a Masters in City Planning (2003) and a Masters in
Transportation (2005) from Massachusetts Institute of Technology.
